State taxation administration introduces ten further measures to make paying taxes and fees more convenient

In order to further increase convenience and reduce burdens for tax and fee payers and grass-roots tax staff, the State Taxation Administration has launched 10 specific measures in five areas: facilitating tax declarations and payments, optimizing tax services, promoting invoice management, improving the construction of the credit system, and strengthening tax consultations and guidance.

Promoting invoice management

The State Taxation Administration will further expand self-service for issuing VAT invoices for small-scale taxpayers. Small-scale taxpayers can voluntarily use the VAT invoice management system to issue VAT invoices by themselves.

The administration will also establish a nationally unified public service platform for electronic invoices, providing basic public services such as electronic invoice issuance for taxpayers.

Facilitating tax declaration and payment

Provincial tax authorities can provide taxpayers with online general tax refund service through electronic tax administration. Taxpayers can apply for tax refunds online. Tax authorities will examine the applications and complete the follow-up tax refund procedures through the internet. Electronic tax administration also provides a new reminder function for taxpayers who have not declared their tax approaching the deadline, which can help them to fulfill their tax obligations in time and prevent the risk of being penalized.

Optimizing tax service

Provincial tax authorities, together with local ministries of natural resources and ministries of urban-rural development, will set up integrated processing windows in government service halls, collect all the material of real estate transactions at one time, and provide verification, feedback and VAT prepayment declaration services on the internet.

Improving construction of the credit system

The State Taxation Administration has clarified the conditions of tax credit repair, unified repairing standards, standardized the repairing process and actively guided taxpayers to correct their dishonest behavior, eliminate adverse effects, and repair their own tax credit. In doing so it was playing a positive role in credit management and protecting the legitimate rights and interests of taxpayers.

Strengthening consultation and guidance of taxes

The State Taxation Administration will launch a 24/7 intelligent consulting system utilizing the web, the APP and the intelligent consulting platform. Provincial tax authorities will also actively explore and develop intelligent voice consulting as an additional convenience for taxpayers.
